RAF Disturbance allowance?

Hi, we are moving into married quarters for the first time, and it is my understanding that we should be able to claim disturbance allowance for this. Apparently you are now able to claim for your first move since JPA came in, and I know of a lot of army people who have got it for their first move without any problems. We have asked, and been told that we need to prove where abouts it says we are elligable. Apparently it does this in the 'Commanders and Admin Staff JPA Handbook' Does anyone know the paragraph or section?? Thanks.
