Since when did texting at the dinner table or restaurants become acceptable ?

When did this woeful rudeness become okay? Who in the hell, has to be in constant communication with someone anyway? I am just curious. If this comes across negative, I wholeheartedely meant for it to. It's high time manners and civility make a comeback.
