Is my cat overweight? She is a year old and she is 10.5 lbs!?

My cat, Missy is 10.5 lbs and about a year old she doesn't have a very large bone structure, and she also has quite a bit of flab on her stomach. Should I put her on a diet and exercise plan or what?
