Man keeps stalking and haring me, going to court.?

This man who frauded me on Craigslist keeps stalking me. I changed my email address and he began text messaging me. What happened was I got a dog for free from him on Craigslist, he promised that he was ours to keep. The dog became aggressive, asked him to take the dog back, he refused. Told him I am giving him away, he agreed. Now he states that I stole his dog and "never signed any papers that he was given to me". I called the police on him and they filed a report and attempted to contact him, he did not answer. He states that he will take me to court and hire an attorney. He is a con artist! The police said that this is a civil matter and that a judge will laugh him out of court because people really do not sign papers over animals in this country (he is from another country). What should I do? The cops sat he is just bluffing and read over all my proof emails and text messages and said the proof is with me, he claims he has emails against me. Why is he doing this? What will happen?
