My Cat Keeps Peeing Outside Her Litter Box!!!

I use plain distilled vinegar to saturate the soiled area, leave it for a few minutes, and rinse with warm water. I find this method works well on all surfaces, including carpet and cement. Its non-toxic, cats cant stand the smell and it is all natural. Cats are creatures of habit so I'm sure if they can remotely smell the place where they urinated - they will continue to mark that spot.
