What are the necessary preconditions for the intelligibility of experience?

A universe with physical laws (including quantum phenomena) making life (then, intelligence) almost inevitable emergent properties of chemistry. 'Random chance' is as inadequate characterization of our universe as 'snapshot' is of the Mona Lisa. See the second reference (p. 59 to start with) about the problem of induction. Reality is not unintelligible.
